City of El Segundo Opposes LAX Project

March 21, 2021

The El Segundo City Council strongly opposes the Los Angeles International Airport (LAX) Airfield and Terminal Modernization Project (ATMP) based on serious concerns about increased noise pollution, negative affects to air quality and traffic congestion impacts to residents and businesses in the area.

On March 15, the City submitted a comprehensive comment letter on the Los Angeles World Airports (LAWA) Draft Environmental Impact Report (DEIR) for the proposed expansion project. In the letter the City requests that LAWA reduce the overall scope and address several action items to mitigate the impacts of the expansion project.

“The LAX Airfield and Terminal Modernization Project is a massive expansion project proposed in our backyard that will further exacerbate noise, pollution and traffic congestion in El Segundo,” shared El Segundo Mayor Drew Boyles. “We live next-door to one of the world’s largest airports and we believe that LAX has a responsibility to be a good neighbor by taking the City’s concerns into consideration and reducing the scope of its project.”
Los Angeles World Airports is proposing a major expansion that would construct two passenger terminals totaling 29 departure/arrival gates, make airfield “efficiency” improvements, and substantially reroute roadways surrounding LAX.

Several of the City requested action items include:
1. Reduction in size of airport expansion
2. Clarity on future storage location of cargo aircraft/facilities
3. Clarity and protection of future use of LAX property along Imperial Highway (where cargo planes and other airport support uses currently are located)
4. Improve Imperial Highway parkways and medians along LAX property
5. Commit to Residential Sound Insulation (RSI) Program

The comment period ended on March 15. Under California Environmental Quality Act, LAWA must now review all public comments and respond to the public’s concerns before moving forward with the construction.
